    This. I took a shot at AL'ing and enforcing this. Got a War started and me killed faster than I care to admit. Now it's just like...fck it. "Free land" has the word free in it, right? Free = no cost. Don't charge someone for something free.

    A disbander is free land, and has a 1wl rule or its classed as farming. KTs dont have a 1 wl rule, of course not.

    Ive hit free land with 3 wls before and been KTd for it.
