Vacation mode land limits

In 1:3 on s1 there is a kd in Vacation mode with only 12 land, stunts the sectors growth and locks a spot.

    Thats not too bad, its bad when a kd is like 5mil nw then gets kt'd but still has 3mil nw with like 1k land...then goes into vaca, that stunts your growth.
