New Planet Types and Custom Planets for premis.

Create some new special planets that people would want to use instead of the old ones and make them premi only.

and/or

allow premis to customize a planet by taking 1 advantage, 1 secondary advantage, 1 disadvantage, and 1 other. (can't take the "none" disadvantage and multi terrain stuff.)
