gandhi's cities become good after 6 pop, which means if you only do 2 cities and are planning to win in a game with easy-medium players you are doing it wrong
mayans are prolly my fav for ICS, next to huns or spain

I've never played Venice before, outside of maybe an hour experimenting with him when BNW first came out. Never randomed him before. Had a bad time with no good city states nearby and by the time I got 3rd merchant game was down to 3 players and just ended up leaving anyway

sea with river is prolly a great idea, hg gives +25% great people bonus with the gardens built (even if not next to river or lake) if cant get hg just get gardens later on after you get a marketplace. need to focus on high pop early on
