If people do work they deserve some sort of compensation. How about a program where the homeless live at and do work for an organization. And after a year or so they recieve money from a trust that is used to pay a deposit and a couple months rent on an apartment.
They would no longer be homeless and would be able to reenter the workforce to become normal members of society once again. Im sure there are homeless people out there who want to do better for themselves and fix the things that went wrong with their lives.
I think Kramer and Newman had a good idea on Seinfeld to strap the to a rickshaw and left them cart folks around town. They must know the streets after all.
Also, Oregon has don't pump your own gas law to create jobs such as a gas pumper, similar to FDR's digging ditches for money to combat the great depression. We need to think of legislation ways to burden the big corps into creating menial jobs.

For the substance abusing homeless, the structure of regular work/food/shelter is more compensation than they know what to do with. Baby steps!
